Current disclosure constraints for the complete (publication, Thread) floor, including on COVERAGE_PATH pages. Not signed ancestry proof or authority. The endpoint MUST send every positive native_import_floor_tiers row from weft migration 019: only private/restricted, grouped by (tier, label), with tier_rows counting ALL member tier rows, across all sources/origins. Public, internal and team tiers do not constrain inherited ancestry and are omitted. Send an explicitly present empty summary when no such rows exist. Refuse Fetch when native_import_floor_refs.incomplete_members is nonzero or a member node is incomplete; never represent an incomplete floor as empty. Every page repeats the identical summary, sorted by (tier, label), without duplicate pairs; receivers reject absent summaries and invalid/zero rows.
