A sign-count advance held back until the host’s own checks have passed.

L3 §7.2: “If the Relying Party performs additional security checks beyond these WebAuthn authentication ceremony steps, the above state updates SHOULD be deferred to after those additional checks are completed successfully.” Applying the counter early means a later check that fails has already advanced the stored value — the credential now looks stale to every subsequent assertion.
