Stable snake_case code, shared with the TypeScript validator and the conformance corpus (conformance/v1/**/*.expected.json semantic). unknown_target matches the corpus (the pre-consolidation platform copy called it unknown_exit_target; the frozen corpus is authoritative, so both languages emit unknown_target).
