In-memory CapabilityRegistry — starts empty, matching HashMap::new()/Vec::new() convention. This crate has no knowledge of, or dependency on, any specific technology or consumer; a caller registers whichever named instances it needs (e.g. grpc-egress:inventory-svc) via Self::register.
