Static per-mode contract row mirroring one [[mode]] entry of REGEX_CAPTURE_MODE_CONTRACTS.toml. The CaptureMode::contract_row table is the single code-side owner; regex_capture_mode_contracts.rs locks it to the TOML so the two cannot drift.
