Concrete DeviceBuffer impl over a GpuBufferHandle.

Constructed via WgpuBackend::allocate_device_buffer. Public so downstream code can downcast_ref::<WgpuDeviceBuffer>() and reach the underlying wgpu::Buffer for advanced use; opaque to callers that only hold Box<dyn DeviceBuffer>.
