Payload for AuditEvent::PolicyUploaded.

Records the immutable outcome of compilation: the new id, what purpose this revision targets, the source hash, and the monotone per-purpose version. The actual Rego source stays in the policies:<id> row — the audit envelope only carries the hash so the log doesn’t bloat for large policies.

UUID of the new Policy row.

purpose: String

Wire-form camelCase purpose ("join", "removal", …).

sha256: String

SHA-256 of the source, lowercase hex.

version: u32

Per-purpose monotone counter the upload landed under.
