Emitted kebab-case for the 0.1 wire form; accepts the spec-0.2
camelCase variants (maintainerOnly/on401/beforeExpiry) via alias.
Inside the sealed session blob, so the 0.2 edge transform can’t reach
it — dual-accept keeps it backwards-compatible (issue #517).
