The Vote Proof circuit (ZKP #2).

Proves that a registered voter is casting a valid vote, without revealing which VAN they hold. Contains witness fields and constraint logic for all 12 conditions.

Condition 4 constrains r_vpk in-circuit. The vote signature is verified out-of-circuit under that constrained key.

In-circuit Poseidon hash for one share commitment: Poseidon(blind, c1_x, c2_x, c1_y, c2_y).

Uses the same parameters as the out-of-circuit crate::shares_hash::share_commitment (P128Pow5T3, ConstantLength<5>, width 3, rate 2) so that native and in-circuit hashes match.
