Inner data for an OnPair-encoded array.

Holds only the dictionary blob (buffer 0). Every other piece — dict_offsets, the per-token codes, the per-row codes_offsets, the per-row uncompressed_lengths, and the optional validity child — is a Vortex slot child so it can be re-encoded by the cascading compressor.
