The queue as rendered: its rows, plus the dispatch gate’s state when it is suppressing rows (§7).

Fields

rows: Vec<QueueRow>

at_capacity: Option<WipGate>

Some while dispatch is at capacity, carrying the counts the capacity line names in place of the suppressed rows.
