Commits a blocking (=) assignment synchronously, inside the caller’s own resume() call: writes value to cell via arena.write, and iff that write actually changed the stored value, classifies the transition and calls sink.notify_change(..) tagged Region::Active before returning. Any concrete SchedulerOps::commit_blocking_write implementation must call this function (SC-044) rather than applying the write some other way.
