The resolved bin-compat: Full writes the .bat proxy in addition to the unixy proxy (BinaryInstaller::installFullBinaries), Proxy writes the unixy proxy alone (installUnixyProxyBinaries) — which is what Composer produces on plain Linux/macOS.
