Load the workflow catalog from catalog/workflows.json.
A missing file is not an error — the workflow catalog is additive and a checkout
without it simply renders no workflows. The file is generated from the meta block
of each script in .claude/workflows/ by
scripts/generate-workflow-catalog.mjs; the TUI never parses the scripts itself.
