Every rule passed — adopt the key.

Park(&'static str)

Cannot judge YET: our fold lags the grant it delivers. Park quietly and re-judge after the next control follow. NOT an anomaly — a lagging fold is the normal case for a vend that races its own Grant.

Refuse(&'static str)

Judged invalid against evidence that cannot become true later. Alarm-worthy.
