An upload that a server accepted.

url is the descriptor the server returned; server is the address Vector actually talked to. They are frequently NOT the same host: an ingress relay takes the bytes on a regional name and the origin hands back its own canonical public_url. Both name the same server, and mirroring needs to know that — a BUD-04 mirror aimed at either one asks a server to fetch a blob it is already holding.
