One allowed endpoint: a method, an exact host, and a path template.

The template is an absolute path whose segments are literals, {name} placeholders, or a placeholder with a custom-method suffix ({location}:searchLinks), e.g. /bigquery/v2/projects/{project}/datasets/{dataset}. A literal (and a suffix) matches only its identical raw spelling, so a percent-encoded spelling never matches; a placeholder matches any one non-empty segment that passes the path rules of AllowList.
