Strictly less than SITE_COUNT for coproduct shapes and any shape whose SITE_COUNT includes inherited bookkeeping. Introduced by the Product/Coproduct Completion Amendment §4a; defaults to SITE_COUNT so pre-amendment shape impls remain valid without edits.
