Reads and writes snapshot manifests + the latest pointer.

A primary manager namespaces under catalog/; a fork-scoped manager (new_for_fork) namespaces under catalog/forks/{fork_id}/ so a fork’s flush never overwrites the primary’s global catalog/latest pointer or version/WAL high-water-marks (review C1). The fork namespace mirrors the existing per-fork catalog/forks/{fork_id}/id_allocator.json.
