Internal command ID: serves as an internal mapping betwen components as to replay to a specific component

RESPONSE => (OTHER COMPONENT) RSP_ID=CMP_KRNL_ID ->(KERNEL)-> RSP_ID=CMP_KRNL_ID<=>CMP_ID -> (COMPONENT) -> CMP_ID
