A centre line and φ established by a Phase I Laney study, to judge later samples against (Phase II).

Both come from the same study: φ scales the standard error about that centre, so re-estimating either one from Phase II data would let a shift pull the chart toward itself.

p̄ for a P′ chart (strictly between 0 and 1), ū for a U′ chart (positive).

phi: f64

The sigma-inflation factor (finite, ≥ 0).
