Ordered response blocks and the narration contract (spec §18).
The assistant turn is a list of typed blocks persisted exactly as returned.
Model-authored blocks (answers, transitions) sit between server-authored
blocks (receipts, notices, interactions, artifacts) and may only cite facts
the server allowed. claim_guard::verify is the structural check that no
model-authored block claims an operational outcome without a matching
event-backed receipt block.
