On-disk record of an in-flight cleanup. Written before any deletion happens, updated after each attempt, removed once nothing is left.

started_at: DateTime<Utc>

deleted_arns: Vec<String>

ARNs that are known to be deleted (successful outcomes from prior runs).

failed: Vec<(TaggedResource, String)>

Resources whose delete call returned an error — retry candidates.
