Create a new issuer using Application Default Credentials.

Generate a short-lived access token by impersonating a service account.

Calls the IAM Credentials API generateAccessToken endpoint. The source credentials (from ADC) must have iam.serviceAccounts.getAccessToken permission on the target service account.
