One real telemetry reading for a single device.
The embedder is responsible for obtaining these numbers (NVML, ROCm SMI,
nvidia-smi, a cluster metrics endpoint, …) and feeding them in with
EnhancedDistributedTrainer::record_gpu_telemetry.

§utilization: f32Device utilization as a fraction in [0, 1].
memory_usage: f32Fraction of device memory in use, in [0, 1].
temperature_celsius: f32Device temperature in degrees Celsius.
communication_bandwidth_mb_s: f32Achieved interconnect bandwidth in MB/s.
