Structured filter over scryer events.
The rule engine compiles a Predicate into a scryer subscription filter
(R093-F1+F2 query surface). Predicates push down to where events are
produced; expensive field-level filtering runs after the cheaper
level/target indexes are consulted.

Match against structured event fields.
Fields
scope: ScopeFilterWhich scope kinds and identities to watch.
level: Option<LevelFilter>Minimum log level. None matches any level.
target: Option<StringFilter>Filter on the event target field. None matches any target.
fields: Vec<FieldFilter>Zero or more field-level filters, all of which must match (AND).
rate: Option<RatePredicate>Rate gate: only fire once at least min_count matches accumulate
in window_ms. None fires on every individual match.
ScryerHealth
Predicate over a scryer substrate health signal rather than an application event stream. Opens a parallel subscription on scryer’s own health emissions.
Fields
signal: HealthSignalCompound
Boolean combination of child predicates.
