Stored as JSON in .bugbot/state.db. Contains metadata about when the baseline was built and which version of the state format is in use.

Schema version for forward compatibility.

created_at: String

ISO 8601 timestamp when the baseline was first established.

baseline_built: bool

Whether the baseline has been fully built.
