Where a new issue created from the F4 New Issue mode enters the board.

The explicit choice the mode exists for: a form can default to one entry point but cannot say which one it is using, and the two destinations mean different things (the inbox is a queue with an age; todo is scheduled work). The chosen target’s status is written into FormState::status, which remains the value submitted — so the Status row reflects the choice and can still be overridden for a column the target does not name.
