The explicit state of one initiative’s summary (data-model §4; C-006).

The five states are exhaustive and never conflated: an initiative that records nothing is not the same as one whose references are missing, and neither is a genuine zero-progress figure.

Variants

Complete

Every recorded reference resolved and at least one reports a knowable value.

Partial

Some references resolved and at least one did not.

Empty

The initiative records no reference: nothing can contribute (C-006).

MissingReference

At least one reference is recorded and none of them resolve (C-005).

Unknown

Every reference resolved, but no resolved source reports anything knowable.
