Fields

terminal_locked: bool

Whether an issue in a terminal category refuses an ordinary move.

Default true. “Ordinary” is load-bearing: the escape hatch WP02 settles is a reasoned transition out of a terminal category, not a silent reassignment, so this switch governs the second and not the first.
