A named team ([teams.<label>] in tix.toml). The label lives as the map key; members are free-form identities feeding the assignee/reviewer pickers only (never constraining stored values, DM-01M311MRK517KRHR426QPNP6P7).

An absent/empty [teams] section means teams are disabled (today’s behavior), and an empty [teams] table is never written back out.
