The [planning] section: the monotonic auto-cycle counter plus the picker presets written by tix init (contracts/tix-toml-planning.md).

cycle_number is the next auto “Cycle N” number: it starts at 1, is bumped on every unnamed cycle create, and never decrements (FR-003, DM-01M311BJKMN3PPCR9GR9Y7ESD2). Contrary to the legacy [state] counter, this section is serialized once mutated.
