The [state] section — deprecated runtime bookkeeping that is still tolerated on load for legacy tix.toml files but is never serialized.

The monotonic next_number counter this held was removed in issue #52: issue numbers are now resolved at creation time by scanning the live issue set, so Config::save writes no [state] section at all.

Legacy monotonic issue-number counter (C-007). Read-only — kept so old tix.toml files with [state].next_number still load, and never persisted once saved again.
