A line that could not be parsed, preserved verbatim.

The section is documented as human-editable, so a hand edit will eventually produce a line this parser cannot read — ASCII hyphens instead of the U+2014 separators is the obvious one. Such a line is never dropped, never coerced, and never auto-repaired: it is carried through a read/write cycle unchanged and reported by tix lint as a history finding on that issue only. It must never fail the parse of the whole file, because one mistyped line in one issue would otherwise make every issue in the repository unreadable.
