A named new-issue template ([templates.<name>] in tix.toml).
The F4 New Issue mode (tui-new-issue-mode) lists these by name and, on
selection, pre-fills the form’s rows from the fields the template sets.
Every field is optional, the section is absent by default, and an empty
[templates] table writes no key — so a project that never writes one pays
nothing and its tix.toml keeps round-tripping unchanged.
A template carries content, not identity: number, created,
filename and History are creation outputs rather than inputs, so they are
not fields here. body and labels are the two the mode’s spec requires;
the rest exist because the form already has a row for them, and a template
that could not reach a row would only half-fill the form.

labels = ["bug"]
body = "## Steps to reproduce\n\n"Fields§
