The [custom_attributes] section: top-level frontmatter keys this project carries on purpose (#1361).

A section rather than a bare top-level array so there is somewhere to put the next option, and so the declaration reads as a named decision rather than as one more anonymous list in a file that is mostly named sections.

keys: Vec<String>

Top-level frontmatter key names. Names only — no dotted paths; the thing being declared is a top-level key, and a path syntax here would imply nested declarations are checked when they are not.
