How one beads export should behave.

A struct rather than four positional booleans: run_beads_core is reached from three surfaces (the export target, tix beads push, and the MCP tool), and a call site that says ExportOptions { all: true, .. } cannot silently pass all where verbose was meant.

Fields

dry_run: bool

Print the JSONL a real run would send, and write nothing at all.

all: bool

Ignore the export watermark and send every issue.

verbose: bool

List the per-issue diagnostics. Off by default: a board of this size produces hundreds, and a run that sends three issues should not print the local-field notes for the other 1700.
