Parse a human-friendly time index granularity (e.g. 1h, 15m, 30s, 2d).
This is a convenience wrapper around str::parse for TimeIndexGranularity, and
accepts common unit aliases (e.g. sec, min, hr, day).
§Errors
Returns ParseTimeIndexGranularityError if the spec is empty, missing a unit,
has an invalid or non-positive number, overflows u32, or uses an
unsupported unit.
