Maximum bytes held in the decoded strip/tile cache.

§block_cache_slots: usize

Maximum number of cached strips/tiles.

§parse_budgets: ParseBudgets

Maximum IFDs, tag entries, and per-tag/aggregate tag-value bytes parsed from metadata.
