Higher scope values take precedence over lower ones when multiple skills have the same name.

Variants

Project = 0

Lowest priority: project-level skills.

Personal = 1

Medium priority: user’s personal skills.

Enterprise = 2

Highest priority: enterprise/organization skills.

Plugin = 3

Plugin skills (namespaced, don’t conflict).
