Wrapped instead of Address directly to keep the public API additive
— future variants can carry the file / span of the offending
local.X reference. Phase 4 ships the address only.

Non-exhaustive structs could have additional fields added in future. Therefore, non-exhaustive structs cannot be constructed in external crates using the traditional
