Cluster-backed store that reads from the in-memory Raft state machine and writes through Raft consensus with full propagation tracking.
All state feeds into the in-memory data structure (Raft SM). API reads come from memory (eventually consistent by default). Writes are not complete until confirmed propagated across the entire cluster.
