Append extra header names to the effective redaction list without removing any existing entries. All names are normalized to lowercase so header matching stays case-insensitive, and duplicates (by lowercase comparison) are skipped so the list stays tidy.

This is the single merge point used by the --redact-header CLI flag: callers can widen an already-resolved RedactionConfig (from defaults + tarn.config.yaml + test file) without mutating any persisted configuration.
