Variants

Transient(String)

Transient failure (rate limit, network blip). Caller logs, fan-out retries on the next sweep automatically because the request is still in the aggregator.

Permanent(String)

Permanent failure (invalid card, channel not configured). The request will keep appearing in the aggregator until decided; the notifier should suppress its own retries to avoid log spam.
