Implemented with a sorted array, records all observed latency samples and supports arbitrary percentile queries. Suitable for financial-grade SLA monitoring scenarios where the sample size is controllable; for very large-scale samples, consider approximate algorithms such as T-Digest to reduce memory footprint.
