AdminGuard — 检查用户是超级管理员（is_super=true）

对齐 PHP szoa is_super=1 绕过所有 RBAC：

if ($user['is_super'] == 1) {
    return true; // 绕过所有权限检查
}

需要 UserContext extension（由业务层注入）。 如果 UserContext 不存在，返回 Forbidden（无权限访问）。
