凭证经既有配置加密链路加载（禁止明文）。

Fields

primary_url: String

主库连接 URL（已加密，运行时解密）

replica_url: String

备库连接 URL（已加密，运行时解密）

probe_interval: Duration

探活间隔（必须 ≤ 5s 以保证 RTO ≤ 5s）

probe_failure_threshold: u32

连续探活失败多少次触发故障转移（默认 3）

failback_strategy: FailbackStrategy
