抖动范围默认基础 TTL 的 ±20%，安全随机源避免抖动可预测。

计算 TTL 抖动

base_ttl × (1 ± jitter_range × random)，random 使用 rand crate 安全随机源。默认 jitter_range = 0.2（±20%）。

使用默认 ±20% 抖动
