A one-time bearer receipt minted by sysknife approve.

This is a credential: whoever holds it can execute the approved step once. Debug is redacted so a tracing::debug!("{req:?}") on any struct carrying one cannot spill it into a log. Use ApprovalReceipt::as_str where the real value is genuinely needed.
