[audit.forward] section. Each subsection enables one external sink.

All sinks are best-effort: forwarding failures never block the daemon’s audit-log INSERT. Phase 1 ships RFC 5424 syslog over UDP; CEF and NDJSON-over-TCP arrive in follow-up PRs.
